Batanes State College proudly presents The Builder’s Publication, the official student publication of the College, for its commendable performance at the 22nd Regional Higher Education Press Conference (RHEPC) held on February 4–6, 2026, in Tuguegarao City, Cagayan.
The RHEPC gathered thirty-one (31) State Universities and Colleges across Region 02, with a total of 413 student journalists showcasing their skills, creativity, and passion for campus journalism.
Representing BSC were six (6) promising campus journalists who competed in various individual and group categories. Though small in number, the delegation demonstrated excellence, determination, and professionalism throughout the three-day event under the guidance of their adviser, Ms. Jannel B. Basiuang.
Mr. Mark Gidson Espera, Editor-in-Chief and a Bachelor of Secondary Education major in English student, secured 3rd Place in Column Writing (English) — the highest placement achieved by the publication in a written category. This outstanding achievement earned him the opportunity to represent the region at the Luzonwide Higher Education Press Conference.
Mr. Zack Elcano secured 6th place in Digital Literary Graphics (English), 8th place in both Digital Editorial Cartooning (English) and Digital Comic Strip Drawing (English), while Charles Mikko Guisando placed 8th in Traditional Comic Strip. The team also includes Ms. Noreen Gaviola, Ms. Maria Christine Falces, and Mr. John Christian Blacer.
In the Group Category, the publication’s official magazine, “ADPET”, garnered:
• 6th Place – Opinion Page
• 6th Place – Literary Page
• 10th Place – Features Page
• 10th Place – Developmental Communication Page.
These recognitions highlight the team’s collaborative spirit, editorial strength, and commitment to journalistic excellence. The BSC academic community proudly celebrates this milestone and commend the Builder’s Publication for carrying the College’s name with honor and distinction. Their steadfast achievement continues to inspire future campus journalists!
