Batanes State College (BSC), through its Information and Communications Technology (ICT) Department, signed a Memorandum of Agreement (MOA) with the Municipal Local Government Unit (MLGU) of Mahatao on October 8, 2025. This agreement officially establishes the implementation of the extension program, Empowering Digital Growth through Extension Services (EDGES).
Designed as a strategic initiative to bridge the digital divide, the EDGES Extension Program promotes digital literacy and inclusion among marginalized and underserved sectors across the Batanes province.
The MOA was officially signed by College President Dr. Djovi R. Durante and Municipal Mayor Hon. Jeronimo T. Carba, affirming a shared commitment to community digital empowerment.
Key officials present to witness the signing from BSC included Dr. Leobert L. Banzali, Director for Research, Development, and Extension (RDET); Dr. Michel A. Cabrera, Director of Instruction and ICT Chairperson; and Ms. Navvab C. Patricio, ICT R&E Coordinator. Representing MLGU Mahatao was Mr. Cyrus C. Baren, RSW, Officer-in-Charge of the Municipal Social Welfare and Development Office (MSWDO).
The EDGES Extension Program officially launched with a symbolic digital signing of commitment. Officials from BSC, MLGU Mahatao, and Barangay Captains of Uyugan who are also partner repreresentatives, participated in the ceremonial launch, including Hon. Sarah Jonalyn B. Durante, Hon. Lucia V. Anay, Hon. Teodoro E. Elica, and Hon. Primo Romeo B. Bogador. BSC previously executed a similar MOA with the Barangays of Uyugan for the EDGES program on June 5, 2025.
The EDGES Extension Program is built upon four specialized components to ensure the tailored delivery of relevant digital skills across diverse community demographics:
  1. SAFE: Secured Access for the Elderly (for Senior Citizens)
  2. SOLO: Strengthening Opportunities through Learning and Outreach (for Solo Parents)
  3. BOTS: Barangay Officials, Treasurers, and Secretaries (for Barangay Officials)
  4. GENIUS: Generation Z’s ICT Upskilling for Sustainability (for Generation Z Youth)
Through this multifaceted approach, the EDGES program aims to equip marginalized and underserved sectors in Batanes with the necessary digital skills to thrive in an increasingly digital world.
