The Commission on Higher Education (CHED) introduced the iRAISE Program to Batanes State College (BSC) as part of its initiative to strengthen the College’s readiness for global engagement and recognition. The program aims to support BSC in advancing its internationalization agenda, enhancing institutional performance, and aligning with global standards, while also serving as a platform for benchmarking and knowledge sharing.
In his welcome remarks, College President Dr. Djovi Regala Durante expressed optimism about BSC’s potential to achieve international recognition, drawing inspiration from fellow State Universities and Colleges (SUCs) in the region. He emphasized the importance of adopting proven strategies and best practices in internationalization. He concluded with a meaningful Ivatan saying: “Arava u akma su marapurapung a unas,” literally translated as, “There is nothing better than the strength of a bundled sugar cane”—a reminder that in unity, there is strength. With teamwork and determination, he affirmed that BSC is poised to rise, grow, and shine on the global stage.
In her message, Dr. Julieta A. Paras, CESO III, Regional Director of CHED Regional Office II, underscored the vital role of internationalization in shaping globally competitive institutions and reaffirmed CHED’s commitment to supporting the College in its pursuit of excellence and global relevance.
The activity highlighted key discussions on Policy Alignment and Regulatory Compliance for International Educational Trips (IET) and the Student Internship Abroad Program (SIAP), and global partnership benchmarks, alongside strategies for curriculum globalization, digital engagement, Collaborative Online International Learning (COIL), and alignment with the Sustainable Development Goals (SDGs). The activity also featured presentations from partner State Universities and Colleges, showcasing their internationalization journeys, best practices, and strategic initiatives, offering valuable insights to guide BSC in advancing its path toward global recognition.
Resource speakers and presenters came from the Commission on Higher Education Regional Office II, Panpacific University, Isabela State University, and Cagayan State University, bringing diverse expertise and perspectives on internationalization and institutional development. The two-day activity was also graced by Dr. Jocelyn P. Carag and Dr. Pillar Acorda, Education Supervisors of CHED Regional Office II.
In her closing remarks, Asst. Prof. Daryl Alva B. Duguran, Director for Internationalization and External Linkages, emphasized that internationalization is an opportunity to embrace borderless development, foster shared growth, and build meaningful collaborations. She encouraged the BSC community to utilize the iRAISE framework as a guide toward achieving global visibility and recognition.
As Batanes State College builds minds, serves communities, and creates opportunities, it steadily rises toward greater heights, anchored in unity, driven by innovation, and empowered by global engagement.
