The Batanes State College (BSC) Expanded Finance Committee (EFC) held its first meeting for 2026 to deliberate on key administrative and academic matters in preparation for the upcoming First Quarter Board of Trustees (BOT) Meeting scheduled this March.

The Committee thoroughly reviewed 23 proposed agenda items, These measures cover strategic administrative and academic initiatives aimed at strengthening the College’s operational efficiency, governance processes, and service delivery.

The meeting was presided over by Dr. Virginia G. Bilgera, Regional Director of the Department of Science and Technology (DOST) Region 02.

Committee members in attendance included Dr. Djovi R. Durante, College President; Dr. Rose Mary G. Aquino, Regional Executive Director of the Department of Agriculture (DA) Regional Field Office No. 02; Mr. Don de la Cruz, Education Supervisor II, representing Dr. Julieta M. Paras, Regional Director of CHED Region 02; Faculty Trustee Hon. Warlito M. Tomas Jr., and Board Secretary Romina Katrina B. Bernardo.

Resource persons included Agriculture Department Chairperson Xina V. Vinalay and Legal Officer Atty. Philip Ulysses Castillo, presented their respective agenda items.
Also present were Vice President Dr. Angelita H. Vargas and College Directors: Dr. Michel A. Cabrera, Asst. Prof. Daryl Alva B. Duguran, and Ms. Doreen C. Castillo.

As BSC prepares to host the next BOT Meeting, the outcomes of the meeting reflect the institution’s unified commitment to advancing academic excellence, sound governance, and institutional development.
