On September 11, 2024, the Batanes State College (BSC) Board of Trustees (BOT) convened its 60ᵗʰ meeting at the Conference Hall of Isabela State University, Echague, Isabela.
In its role as the institution’s highest governing body, of the 12 matters submitted for approval, 11 were approved, with one requiring further study. Among the significant decisions under Academic Matters was the recalibration of the faculty promotion policy, a move intended to enhance career development pathways for the faculty. Furthermore, the Board endorsed the Memorandum of Agreement facilitating on-the-job training (OJT) opportunities for students enrolled in the Bachelor of Science in Industrial Technology program, establishing partnerships with Private Host Training Establishments (HTEs).
The meeting was marked by a robust discussion on various fiscal and administrative matters. After careful consideration and discussion, a significant decision was the approval of an increase in tuition and miscellaneous fees to ensure that the College could continue to provide high-quality education and maintain its facilities while supporting faculty and student services. The Board emphasized the importance of transparency and communication regarding these changes to the student body and their families, ensuring that they understand the rationale behind the increase and its benefits to the College community.
Key approvals included the program of receipts and expenditures for Fiscal Year 2025, an indicative annual procurement plan for the same year, and the authorization to initiate early procurement activities. The Board also reviewed and proposed revisions to the college business affairs manual, sanctioned the establishment of a child-minding center, and added new driver positions. Additionally, it confirmed appointments for administrative and finance personnel holding salary grades of 18 and above, a renewal process for casual and contractual employees, and affirmations of college designations.
Commissioner Marita Canapi led the session, accompanied by the BSC-BOT members, including Hon. Dionisio C. Ledres, Jr., NEDA Regional Director; Hon. William Pol M. Maggay, Faculty Trustee; Hon. Robert M. Bidayan, Alumni Trustee; and Hon. Dominic A. Vargas, Student Trustee. Atty. Marco Cicero F. Domingo, CHED Regional Director, attended as a resource person, contributing valuable insights to the discussions.
The meeting also showcased the impressive achievements of the College, led by President Dr. Djovi Regala Durante, in the past year. In a moment of recognition, Board members, led by Commissioner Canapi, extended their congratulations, urging the institution to strive for Level 2 recognition in State Universities and Colleges (SUC) Leveling.
As a highlight of the proceedings, plaques of appreciation were awarded in celebration of the College’s Founding Anniversary. These honors were presented to the NEDA Regional Office 02, represented by Regional Director Dionisio C. Ledres Jr.; the CHED Regional Office 02, received by Atty. Marco Cicero F. Domingo; and Commissioner Marita R. Canapi.
The 60ᵗʰ BSC-BOT meeting underscored the Board’s commitment to enhancing academic standards and administrative efficiency, setting a promising trajectory for the institution’s future endeavors.
